Updates for the United State District Court for the Central District of California

Bench Officers

  • Judge Cormac J. Carney is the incoming Chief Judge of the Central District, beginning in 2020.
    • Judge Carney recently moved from Santa Ana to the new First Street Courthouse in Los Angeles, on the civil wheel.

  • Judge Manuel Real is taking senior status in November 2018.
    • Judge Real will continue to hear cases at the Roybal Courthouse.


  • The District Court consolidated the Probation Office and Pretrial Services Agency in the Clerk’s Office. Both units report to the Clerk of Court.

  • The Ninth Circuit hired a Director of Workplace Relations
    • Court and judiciary are updating information for law clerks and court staff about confidentiality policies, with the aim to encourage reporting of workplace misconduct.

Local Rules

Court Closures

  • On Monday, November 12, 2018, the United States District Court, in Los Angeles, Santa Ana and Riverside, will be closed in recognition of Veterans Day. Normal service will resume on Tuesday, November 13, 2018.

Los Angeles County Superior Court

Electronic-Filing (“E-Filing”)

  • The Los Angeles Superior Court has delayed the mandatory implementation date for E-Filing in complex cases from December 3, 2018 to January 2, 2019. All other implementation dates remain unchanged.

  • The revised implementation schedule for Civil E-Filing is as follows:

  • Limited – voluntary

    November 13, 2018

    Limited – mandatory

    December 3, 2018

    Unlimited – voluntary

    December 3, 2018

    Unlimited and Complex – mandatory

    January 2, 2019

  • A public meeting to provide information regarding electronic filing is scheduled at 4:00 p.m. on Tuesday, Oct. 23, 2018, at the Omni Los Angeles  Hotel , 251 S. Olive Street, Los Angeles 90012, in the Bunker Hill Ballroom.
    • Immediately following the presentation, the electronic filing service providers will be available to answer questions.

Spring Street Courthouse Update

  • Courthouse hours are 7:00 a.m. to 6:00 p.m.
  • Superior Court courtrooms will be opening on the 8th and 9th floors beginning in Summer 2019.
  • All case filings continue to go to the Clerk’s office at the Mosk courthouse but be sure to deliver judges’ courtesy copies to Spring Street courtrooms.

Unlawful Detainer (UD) Courtrooms

  • 3 courtrooms in the Mosk courthouse are exclusively dedicated to Unlawful Detainer matters.

41st Annual Los Angeles County Mock Trial Competition

  • The 41st Annual Los Angeles County Mock Trial competition for middle school and high school students is held annually at the Mosk Courthouse. This year, more than 2,600 students will participate. The Constitutional Rights Foundation, which sponsors this worthy event, needs volunteer attorneys and bench officers to serve as judges and scorers.
