In light of the COVID-19 pandemic, the Los Angeles Superior Court urges attorneys and litigants to stay out of courtrooms and courthouses. To that end, the Court is implementing a telephonic and video-conferencing platform called LA CourtConnect. It will be implemented in phases beginning with Probate courtrooms and the Settlement courtrooms located in the Spring Street courthouse on June 22, 2020. The implementation in Civil courts will continue through the beginning of August. Please check the court’s website for the schedule of implementation. Attorneys may now sign up for the Court’s new Attorney Portal. Attorneys may schedule a remote appearance on the Attorney Portal. Click here for details. The Court of Appeal is utilizing BlueJeans as its platform for remote appearances. Some divisions have already started using BlueJeans, and others plan to start soon.

Division Four has announced that it will be holding video oral argument for the duration of the COVID-19 emergency. The courtroom will be closed to the public, but the public can see and/or hear court proceedings. People granted remote access to proceedings are reminded of the general prohibition against photographing, recording, and rebroadcasting of court proceedings (including those held by telephone or videoconference). The public and attorneys have an opportunity to submit written comments about the policy issues listed herein. The deadlines for comment are quickly approaching and are noted in parenthesis following each issue: (i) proposed changes to State Bar rules regarding electronic service of process and videoconference appearances (June 22); (ii) a proposed formal opinion regarding data breaches (June 24); (iii) a proposed formal opinion regarding third-party litigation funding (June 29); and (iv) proposed changes to the elimination of bias MCLE rules (June 30).
