LOS ANGELES COUNTY SUPERIOR COURT UPDATES

Electronic Filing (“efiling”) in the Civil Division

Civil Division’s Transition to Electronic Filing (“efiling”):

Electronic filing in Complex cases has been delayed to sometime in 2020.
There is no voluntary efiling in Complex. Documents must be presented for filing at the clerk’s office or may be submitted via fax filing.

  • The First Amended General Order for efiling can be found here - http://www.lacourt.org/division/efiling/pdf/GenOrdCivilEfiling.pdf.
  • A link to a PowerPoint presentation and frequently asked questions regarding efiling can be found on the Court’s website at: http://www.lacourt.org/division/efiling/efiling2.aspx.
  • A link to a video of the public meeting held on Tuesday, October 23, 2018, at the Omni Los Angeles Hotel, during which information regarding electronic filing was provided, can also be accessed from the Court’s website at: http://www.lacourt.org/division/efiling/efiling2.aspx.
  • E-filed documents MUST be text-searchable and bookmarked.  The law and the California Rules of Court require this.
  • Court advises attorneys to keep track of transaction numbers, as it will help with resolving problems with efiling documents.
  • The rate of rejection has decreased to approximately 9.8%, which is less that the rejection rate was for paper documents.
  • Orange County Superior Court, which has utilized efiling for approximately ten years, has a rejection rate of approximately 10%.

Local Court Rule Changes

Courtroom Moves and Updates:

  • Unlawful Detainer (“UD”) Hub:
    • Three dedicated UD trial courtrooms

Three dedicated UD trial courtrooms.

  • Judge Gail Killefer is now permanently assigned to a UD calendar court in Mosk (Dept. 97).
  • Judge Ann I. Jones will sitting Pro Tem at the Court of Appeal.
  • Judge Rafael A. Ongeko is covering Judge Jones’ courtroom (Dept. 11) at the Spring Street Courthouse.
  • Judge Christopher Liu is covering Judge Ongeko’s courtroom at the Stanley Mosk Courthouse (Dept. 73).
  • Judge Theresa A. Traber is covering Judge Liu’s courtroom in the PI Hub at the Spring Street Courthouse (Dept. 4A).
  • Judge Traber’s trial courtroom in Van Nuys is dark.

Civil Law Walkthrough - March 17, 2019:

  • Huge success.
  • Very well attended event.
  • Will be held again in 2020, also in mid-March.

Courtesy Copies in Complex:

  • Complex court judges would like courtesy copies of filings, which should be delivered to their chambers at the Spring Street Courthouse.
  • Courtesy copies left at Mosk likely will not be delivered to the complex judges.

Spring Street Courthouse Parking and Access:

  • The Spring Street Courthouse can only be accessed by the entrance located on Spring Street.
  • The Main Street entrance is not available.
  • Please allow plenty of time to obtain parking and for security screening. Pay lots are available throughout the downtown area.

U.S.D.C. CENTRAL DISTRICT COURT UPDATES

District Court Vacancies:

  • One vacancy in Santa Ana
  • One vacancy in Riverside.
  • Six vacancies in Los Angeles.

Amended Local Rules Effective June 1, 2019:

  • The amended local rules listed below became effective June 1, 2019.
  • A redlined version of these rules, as well as complete copies of the Local Civil Rules and the Local Criminal Rules that will be effective June 1, 2019, are available on the Court’s website.

Local Civil Rule:
L.R. 7.1-1.

Local Criminal Rule:
New L.Cr.R. 7-6.

NextGen CM/ECF:

Recruitment Notice for Ninth Circuit Judicial Conference Lawyer Representatives:

  • The United States District Court, Central District of California, is currently accepting applications from qualified individuals interested in serving as Ninth Circuit Judicial Conference Lawyer Representatives.  The selected Lawyer Representatives will be representative of the entire district and reflect the diversity of lawyers practicing before the Court.
