Program Information:
Tamar Stein, one of L.A.'s top land-use litigators, will present an overview and update of significant CEQA litigation over the past year. Craig Fajnor of a Los Angeles-based environmental consulting firm, will then provide legal practitioners with practical advice on implementing these changes, with a particular focus on implementation of the Mammoth Lakes decision. Speakers Tamar C. Stein is a partner in the law firm of Cox, Castle & Nicholson. Ms. Stein, since graduating with honors from UCLA Law School in 1977, has specialized in land use law and litigation, representing developers, builders, and other property owners through all stages of the land use entitlement process, including CEQA compliance and litigation. Ms. Stein participated in Assemblymember Doris Allen's statewide working group on CEQA reform, which contributed to the drafting of AB 1888, and in Senator Mike Thompson's statewide working group on CEQA reform, which contributed to the drafting of SB 1031. She is a member of the California Building Industry Association's CEQA Reform Taskforce. She has authored articles in the land use field, including CEQA, and is a frequent speaker on land use issues. Craig Fajnor is Vice President and Principal of Christopher A. Joseph & Associates, a Los Angeles-based consulting firm which provides environmental planning, and CEQA documentation services to public and private sector clients. Mr. Fajnor has over 24 years experience in government and 16 years experience in environmental planning and project management. Mr. Fajnor specializes in urban projects and has managed the preparation of environmental documentation for large and complex projects in Los Angeles and throughout the Southern California region, including such notable developments as the Staples Center, the Hollywood & Highland project, the North Hollywood Arts and Entertainment District project adjacent to the North Hollywood Metro Rail station, the Santa Monica-UCLA Medical Center, and the Los Angeles Municipal Court, Airport Branch. He has also provided complex technical analyses for major Southern California projects such as the Universal City Specific Plan, the Playa Vista Project, and LAX Master plan. Mr. Fajnor has a Masters degree in planning from the University of Virginia and a Bachelor of Arts degree in political science from Duke University.
